I have not, thanks for the link, but it only amplifies my view. Decentralized or not, relying on gimcracks like AI and cloud computing for controlling weapons systems is just part of the same expensive problem: the US does not fight rationally in the 21st Century.
They expect to throw money at every problem and expect it to just go away, not understanding that warfare is quite primal despite all the advanced spears and rocks they spend billions on. Any dogface will tell you: the simpler and more expendable the gear, the better.

I suspect, when it gets down to it, there is no limit to the extent of war, until 'important' people's lives are on the line.
